Medicare in Oregon

Oregon has a free statewide Medicare counselling programme, SHIBA, and a Medigap rule worth knowing: if you already hold a Medicare Supplement policy, you can switch to one with the same or fewer benefits in the 30 days before and the 30 days after your birthday, and your health cannot be held against you. The offices listed here are places you can walk into or book a visit.

Free counseling

SHIBA (Senior Health Insurance Benefits Assistance)
800-722-4134 · Website

Oregon’s SHIP, run by the Oregon Department of Human Services. SHIBA and local partners provide free Medicare counselling, and certified counsellors give confidential one-on-one help and unbiased information. Note what they cannot do: in the programme’s own words, counsellors "can not recommend a Medicare plan" — for that you need a licensed agent. TTY: dial 711.

The Oregon birthday rule

If you already have a Medicare Supplement (Medigap) policy, Oregon gives you a window beginning 30 days before your birthday and ending 30 days after it, in which you can replace it with a policy of the same or a lower benefit level. The insurer may not deny you, attach conditions, or price the new policy differently because of your health, your claims history or a medical condition. The rule does not apply to policies issued before January 1, 1990. Do not cancel the old policy until the new one is issued.
